移民政策方向（2025）

若马克·卡尼成为总理，自由党将依据其竞选纲领调整移民政策，重点包括：
1. 稳定永久居民数量：承诺自2027年起，永久居民人数控制在每年不超过总人口的1%，符合现有移民计划
（2025-2027年分别为39.5万、38万、36.5万人）。
2. 降低临时居民比例：目标到2027年底，将国际学生和临时工人数降至总人口的5%以下（目前为7.25%），
通过减少新批数量及鼓励转为永久居民等方式实现。
3. 提升法语移民比例：计划到2029年将魁省以外的法语移民比例提高到12%。
4. 加强经济类移民支持：改进“全球技能战略”，加快高技能人才的工作许可处理，吸引美国及全球人才，
并简化外国资质认证流程。
5. 其他承诺：
• 运用数字工具减少积压；
• 提供难民法律援助；
• 加强边境与签证审查；
• 与魁省共同管理移民事务。


Liberal Party’s Immigration Policy Direction (2025)

If Mark Carney becomes Prime Minister, the Liberal Party plans to adjust immigration policy as follows:
1. Stabilizing Permanent Resident Admissions: They will cap PR admissions at less than 1% of the population annually from 2027 onward, in line with the current Immigration Levels Plan (395K in 2025, 380K in 2026, 365K in 2027).
2. Reducing Temporary Resident Numbers: Aim to reduce the combined number of international students and temporary workers to under 5% of Canada’s population by 2027 (currently 7.25%), through tighter controls and transitions to PR.
3. Increasing Francophone Immigration: Plan to raise the share of francophone immigrants outside Quebec to 12% by 2029.
4. Supporting Economic Immigration: Revamp the Global Skills Strategy to attract top global talent (especially from the US), streamline foreign credential recognition, and support high-growth businesses.
5. Other Commitments:
• Use digital tools to cut processing times and reduce backlogs;
• Provide legal aid for refugees;
• Enhance border enforcement and visa screening;
• Continue to work jointly with Quebec on immigration.
